About EPS

Economic & Planning Systems (EPS) is a land economics consulting firm experienced in the full spectrum of services related to real estate development market analysis, public/private partnerships, and the financing of government services and public infrastructure. Founded in 1983, the firm has three offices located in Berkeley and Sacramento, California, and Denver, Colorado, and EPS's team of 35 consultants serves clients throughout the country and abroad.

Our Perspective

Cities and regions are complex and dynamic systems, subject to cycles of growth, stability, decline, and regeneration. Our work addresses the needs of places at all phases of their life cycle. As places grow, we are involved in building the financial structures, infrastructure, and organizations that growth demands. As places mature, we are involved in sustaining the physical, financial, and political systems that allow people and businesses to operate efficiently while maintaining the qualities that first made the place successful. And as places evolve or decline, we are involved in restoring their vitality by finding new uses for old properties, new functions for declining districts, and new economic opportunities for growing cities and regions.

Our Approach

At EPS, we strive to help our clients create and maintain places that are socially, economically, and ecologically healthy. Every day, our assignments require us to find creative solutions to complex challenges in the arenas of land use policy, real estate investment, and governmental organization. We integrate our skills and perspectives with those of other professional disciplines such as urban design, architecture, civil engineering, and legal services, in addition to the objectives and abilities of our public- and private-sector clients. The ability to understand complex interrelationships and apply our integrated expertise to find solutions has been a hallmark of our practice for thousands of clients for more than 25 years.
