“Affordable housing is targeted to income groups who cannot afford market-rate options in either the for-sale or rental market. Affordable housing has historically been provided through federal, state, and local programs that offer subsidies to qualifying low-income households. Not only is there a persistent need for housing for these indigent individuals and poor families, but households with above moderate incomes are finding it increasingly difficult to afford market-rate housing.
