EPS has been retained by the City of Oxnard and Southern California Council of Governments (SCAG) as part of a multidisciplinary team to evaluate the feasibility of transitioning a relatively industrial area adjacent to the downtown Transit Center into a transit-oriented village. EPS’s primary responsibility is to evaluate market and financial feasibility of various concepts and propose viable implementation measures, including options for financing major infrastructure improvements. The project area in downtown Oxnard is largely developed with thriving agricultural processing plants, support facilities, and auto repair uses set on parcels of varying size and ownership. Simultaneously relocating active industrial uses, incorporating residential into a predominantly industrial area, and addressing the circulation constraints will require careful stakeholder coordination, comprehensive land use planning and urban design, strategic phasing, market timing, and private and public funding.
