EPS served as the economist and financial consultant to the developer selected by the City of San Francisco to redevelop the former Hunters Point Naval Shipyard. As a member of the negotiation team, EPS provided research, analysis, and strategy related to market potentials, financial feasibility, phasing, financing, transaction structures, and other aspects of the business terms being negotiated. Specific tasks included refining financial assumptions and market information; projecting public and private capacity for financing of improvements; working with the City to identify costs, such as fees and community programs; assisting the negotiation team in defining the business term sheet; and assisting, as requested, in Navy conveyance and cleanup negotiations.
