EPS provided ongoing technical support to the City of Sacramento for past projects and completed other assignments when requested. The annual technical support for this contract focused on the Financing Plan for North Natomas Community Plan (Financing Plan). In addition, EPS assisted in updating the North Natomas residential database and the Developer/Builder Guide. EPS continued to respond to the City of Sacramento’s requests for assistance in implementing the Financing Plan.
In addition, the City of Sacramento retained EPS to update its North Natomas development impact fee program to account for changes to current development conditions and modifications to the financing programs.
The study took into account revised public facilities cost estimates, a revised list of facilities funded by the fee program, and identified additional revenue sources. EPS updated fee components for freeways, roads, landscaping, fire stations, library, a police substation, one of four community centers, and bikeways and shuttle facilities. Specific policy changes were also proposed that included revised inflation adjustment procedures, additional facility cost maximums, a public land swap to accommodate joint-use police and fire facility, and revised fee collection policy regarding changes in land use.
