Stapleton Airport Redevelopment Plan

The Stapleton Development Corporation produced a unique redevelopment plan for the 4,700-acre former Stapleton Airport site located in the City of Denver. A key development goal was to create a sustainable and environmentally sensitive community. The plan identified community planning, architectural, and building development options that would promote the development of a pedestrian-friendly mixed use community that would be energy efficient and conserve non-renewable resources.

As economic consultant on the national consultant team, EPS prepared market and financial feasibility analyses for the nationally recognized new urbanist redevelopment plan. EPS also prepared a comprehensive strategy for financing and implementing the plan that included testing the financial feasibility of development alternatives and refining the plan recommendations with the collaboration of the project team comprised of land use planners, economists, bond counsel, and public officials.

EPS also prepared a number of specific implementations studies for the selected master developer, Forest City Stapleton, including the market support for environmentally sound residential development and film studio, an affordable housing strategy, and a feasibility study for a tax credit affordable apartment project.
