Sutter County, California
Initiated by a ballot measure approved by Sutter County voters, the Sutter Pointe Specific Plan included more than 17,500 residential units and nearly 50 million square feet of nonresidential development on 7,500 acres.
EPS prepared a Financing Plan, a Fiscal Impact Analysis, an Urban Services Plan, and an Environmental Impacts Report (EIR) Alternatives Analysis for Sutter Pointe. The Financing Plan described the cost, timing, and funding of backbone infrastructure and public facilities to serve the plan area. The Fiscal Impact Analysis estimated fiscal revenues and expenditures to Sutter County associated with delivering countywide, General Fund, and Road Fund urban services to the plan area land uses. The Urban Services Plan described the service levels and funding strategy to fund an urban level of public services to the plan area’s future residents, businesses, and employees. The EIR Alternatives Analysis contrasted the economic and financial feasibility of the proposed project with four alternative land use scenarios presented in the Draft EIR and designed to meet criteria set forth in the State of California Environmental Quality Act (CEQA) Guidelines. For the proposed project and each land use alternative, the EIR Alternatives Analysis estimated their ability to attain development objectives and avoid or substantially reduce one or more of the significant environmental effects of the proposed project.
