Megan Quinn is a dynamic professional with a strong background in urban economics, land use planning, and financial analysis. Since joining EPS in 2006, Megan has provided consulting-specialized services related to real estate development feasibility, retail market analysis, fiscal impact analysis, public services financing plans, and public facility financing plans for infill and master-planned developments. Megan has an abundant understanding of development impact fees and has a broad base of experience and education in real estate and land use planning, development, economics, and feasibility.

Megan earned a Master’s Degree in Business Administration, with a concentration in Urban Land Development, from California State University, Sacramento, and a Bachelor’s Degree in Business Administration, with a concentration in Real Estate and Land Use, from California State University, Sacramento. Megan is an active member of the Urban Land Institute (ULI) and is currently the Sacramento ULI Young Leaders Group (YLG) Chair.
