The San Francisco Planning Department embarked on an effort to create Specific Plans for three neighborhood areas. These three areas (Balboa Park, Upper Market Street, and the Central Waterfront) were selected because they offer opportunities to promote transit-oriented development near BART and/or Muni stations and routes. EPS was selected to participate in the multi-disciplinary planning effort for each of the three neighborhoods. EPS's responsibilities generally involved market analysis, development program feasibility testing, and implementation strategies including financing and phasing. Specific elements of these plans include air rights development programming, infrastructure improvement financing, tenant and use relocation strategies, and parcel disposition strategies.
