TOD Plan, El Camino Real and Bay Meadows Racetrack Redevelopment

San Mateo, CA

The CalTrain commuter rail service is planning to expand its service between San Francisco and San Jose.  The City of San Mateo lies between these two employment centers, and has emerged as a significant employment location in its own right.  EPS was retained as part of an inter-disciplinary team to examine the development opportunities in a corridor served by two rail stations.  This effort involved an assessment of demographic and economic trends, real estate market conditions, physical development opportunities presented by underutilized lands, and the economic relationships between various land uses and transit service.  In addition, EPS assessed various public policy issues, including jobs/housing balance and housing affordability, travel demand management, community facilities demand, and infrastructure financing strategies.  EPS helped the City select preferred development scenarios based on financial feasibility, fiscal impacts, and long-term economic and social benefits.
