Developer Negotiations for Redevelopment of Treasure Island Naval Station

San Francisco, CA

Naval Station Treasure Island in San Francisco, California, was closed in 1997 under the Base Realignment and Closure Act. The base was constructed on two islands in the San Francisco Bay that are largely composed of fill and serve as the midpoint of the Bay Bridge. This unique geography created a variety of access, land use, and cost constraints that presented serious challenges to redevelopment. The City of San Francisco drafted a reuse plan for the island in 1996, with the assistance of EPS and other consultants.

In 2002, an RFP was issued for a master developer to redevelop the Island. EPS assisted in the review of developer submittals and EPS revised its financial model prepared as a part of its earlier work for the Treasure Island Development Authority (TIDA) to assist in the negotiations between the selected developer and TIDA.
