The Town of Winter Park experienced a lack of rental and for-sale affordable housing due to the pressure on real estate prices from the resort economy. The Town purchased a nine-acre site to develop affordable housing, but had not proceeded with a project due to community debate regarding the target market and depth of demand for an affordable product. EPS conducted a market analysis to help determine the program for the site including the appropriate mix and tenure of the project. EPS also assisted the City in the preparation of a Request for Proposals for the site, and in the developer selection and negotiation process.
