
The University of California at Berkeley (UCB) had prepared a Long Range Development Plan (LRDP) outlining projected campus growth through 2020. In light of UCB's tax exempt status, the City of Berkeley was concerned about the impact that projected campus growth would have on the City's budget and its ability to maintain adequate service levels. EPS, working closely with the City Manager's office and other City departments, estimated existing City expenditures to serve campus population and facilities; historical UC contributions to offset City investments; and real-estate-based revenue sources (property tax, assessments, etc.) that were not available from UC-owned property. The analysis helped facilitate discussions between the City and UC regarding potential mitigations.
