School Territory Transfer (Folsom Cordova USD)

When the City of Rancho Cordova was incorporated in 2003, City students were served by three unified school districts (USDs):  Folsom-Cordova USD, Sacramento City USD, and Elk Grove USD.  EPS was asked to address issues related to school district boundaries including the effects of full buildout of the Sunrise-Douglas planning area located entirely within the Elk Grove USD boundaries, and the possibility of creating a new school district for its residents.  EPS evaluated the feasibility of transferring all City territory within the Elk Grove USD boundaries to Folsom-Cordova USD and considered the impacts of a future Rancho Cordova USD.  EPS found that the territory transfer would likely meet all Education Code requirements and that the fiscal impacts on existing districts would not be significant to school operations.
