Home to more than 220,000 people, Chula Vista has grown dramatically. However, the City's efforts to meet demand for better public services, secure employee retirement benefits, and adapt to economic cycles strained its budget. Also, as the City completed its east side expansion, it faced a short-term loss of development fee revenue.
To help alleviate its financial stress, EPS conducted an independent financial review. EPS analyzed prior city budgets, audits and departmental strategic plans, and evaluated fiscal and market trends as well as capital, infrastructure and maintenance funding needs. The fiscal review summarized the City's financial management practices and fiscal risks. EPS prepared a budget forecast and strategy, providing groundwork for a sustainable fiscal future.
