SP Railyards/Richards Blvd. Financing Plan and Nexus Study

Sacramento, CA

This 1,000-acre area near downtown Sacramento included a mix of low-intensity industrial and rail-related uses and older housing, and generally was served by inadequate circulation and infrastructure.  While the area offered a substantial supply of land for new office and residential uses, toxics remediation concerns and infrastructure problems created significant barriers to redevelopment.  Since 1990, the City and its redevelopment agency developed plans for the area and negotiated with land owners to facilitate revitalization.

 

Working on a multi-disciplinary consultant team, EPS helped the City of Sacramento and the Sacramento Housing and Redevelopment Agency to formulate Development Agreements for major properties.  EPS provided technical analysis and helped to draft the Development Agreement.  The technical analysis included a Market Analysis; a Financing Plan and Nexus Study (adopted in 1997); a Housing Action Plan; a Fiscal Analysis; and a Financial Feasibility Analysis.
