Madera Impact Fee Study

The City of Madera's existing development impact fees, adopted in 1992, were no longer adequate to finance the City's future public facility requirements.  Consequently, the City, located in one of the fastest-growing regions of California, sought to develop a new set of impact fees that adequately accounted for recent economic and demographic trends, newly planned public facilities, and a changed public policy environment.

 

Working for the City of Madera, EPS conducted a thorough review and update of the City's development impact fees including analysis of future commercial and residential growth trends in the City, compilation and review of the costs associated with corresponding infrastructure and public facility expansions/improvements, and the formulation of the nexus principles and allocation methodologies that became the basis of future fees.  As a final product, EPS prepared a Public Facilities Impact Fee Nexus Study that established the required legal documentation to implement the revised fees.
