In 1997, EPS assisted the County of San Joaquin in creating the Mountain House Community Services District (MHCSD), a special entity created to manage a brand new community to be developed by Trimark Development Company. MHCSD was created with the funding sources and authority to operate similarly to a small city, with police, fire, utilities, and a wide variety of other public services. Even after all the appropriate legal entities and funding ordinances had been created, the task remained of actually implementing the financing plan envisioned in the documents creating Mountain House. As part of the ongoing process of implementing MHCSD, EPS assisted MHCSD staff in the creation of an operating budget, financing plan, and accounting protocols that would allow MHCSD to grow as the Mountain House Community did.
