
The Brighton Ranch plan proposed to develop 1143 residential units and 41 acres of commercial uses on 363 acres in unincorporated Glenn County near Interstate 5. The magnitude and rural character of the project raised a number of significant service delivery issues. The County sheriff expressed concern about funding adequate patrols in an area with new housing and retail space built along the freeway. The school district identified student transportation to middle and high school campuses as a potential problem. Also, an all-volunteer fire district would require new funding to respond to higher call volumes.
EPS evaluated the project for its fiscal impact on the County and major service providers such as the Artois Fire District and Orland Joint Unified School District. Preliminary results showed that the project would generate a significant surplus from property and sales taxes, mitigating service funding requirements.
