The Durango Mountain Resort on the La Plata/San Juan County line in southwestern Colorado was acquired by a developer with an option to add 600 acres with 1,735 housing units and 410,000 square feet of commercial space. La Plata County was concerned that this level of development 25 miles north of Durango would adversely affect County services, and Mineral County had no ability to provide services to an area remote from its only community in Silverton. The EPS fiscal analysis evaluated school transportation costs, affordable housing for construction workers, and the revenues for an on-site fire station, key issues which were successfully negotiated between the developer and the two counties.
