Martinez Impact Fee Study

The City of Martinez's existing development impact fees were outdated and relatively limited in scope, covering only traffic, child care, and parks-and-recreation-related capital improvements.  Facing the challenge of funding new capital improvements in the future, the City sought to evaluate the prospect of approving a more comprehensive impact fee ordinance that adequately accounted for recent economic and demographic trends and a broader range of public facilities.

 

EPS completed the required steps necessary for preparing an updated, legally defensible impact fee program for the City.  These steps included an analysis of appropriate residential and commercial growth projections for the City, the determination of associated needs and costs for future infrastructure and public improvements, and the formulation of nexus principles and allocation methodologies that serve as the basis for new fees.  As a final product, EPS prepared an Impact Fee Nexus Study that provided the legal documentation for the City to establish an updated fee program.
