Olivehurst Incorporation Initial Feasibility Analysis

The Olivehurst Public Utilities District (OPUD) is considering options for government reorganization to increase local land use control in and to improve the provision of public services to the existing community of Olivehurst and the proposed Plumas Lake Specific Plan area in southwestern Yuba County. EPS was retained by OPUD to conduct an Initial Feasibility Analysis (IFA) of the incorporation of Olivehurst, as well as to assist in evaluating the feasibility of other governance options. As part of the IFA, EPS prepared a public services plan and budget analysis to evaluate the feasibility of a new city and to estimate potential County impacts. In addition, EPS outlined community development measures for improving the feasibility of a new city. The results of the IFA have served to inform OPUD's decision to pursue a formal incorporation petition with the Yuba County Local Agency Formation Commission (LAFCO).
