
The award winning Community College District Plan promoted compact village development on 17,000 acres in rural Santa Fe County with over 50 percent open space, in stark contrast to the prevailing 2 1/2 acre rural subdivisions. However, the County Commissioners had serious reservations about the ability of the County to provide the required urban level services to the proposed development. Working collaboratively with the County and major landowners, EPS created a unique and cost-effective governance and fee structure for construction and maintenance of trunk infrastructure and community amenities including a regional district for the development and maintenance of regional roads, parks, and open space.
