Development Impact Fees


Burbank Nexus Study

The City of Burbank was interested in updating its existing development impact fees and investigating the addition of several new fee categories.  The City's old fee structure was based on outdated growth assumptions, which would have failed to capture "fair share" fiscal contributions from high-growth development sectors - media studio, multi-family residential, and lodging, primarily.  In addition, the City identified a need to provide expanded child care facilities and telecommunications infrastructure, and was interested in expanding its fee program to fund these categories of service.

 

EPS worked closely with the City's Community Development Department to perform an AB1600 nexus analysis that would revise the existing fee program, incorporate new childcare and information technology service costs, and calculate a proposed fee for the lodging sector, which did not previously support a fee.  After calculating the proposed fees, EPS also performed a competitiveness analysis, evaluating the existing and proposed total fee burden in Burbank relative to fees in neighboring jurisdictions.
