Boulder Retail Strategy

The 28th and Jay property is a 23-acre parcel of undeveloped land located north of Jay Road and east of 28th Street in the City's Plan Reserve Area.  Palmos Development Company, owner of the property, submitted a request to initiate a service area expansion for the property to allow annexation for a mixed-use development project including large format retail stores.  The request prompted the City to consider the potential future of regional retail development within its boundary.

 

The City of Boulder engaged EPS to conduct a retail market analysis to quantify the potential for regional level retail development and on the opportunity to attract specific large format and mid box regional stores to the 28th and Jay site, as well as other potential locations within the City.  The study estimated the retail development potential for the applicant property, net new sales tax revenues to the City, and impacts of the supportable regional retail development programs on existing retail districts within the City.  EPS also identified regional retail development opportunities at other infill sites in the City to provide a comparison of the benefits and impacts of alternative development options.
