North Natomas Community Financing Plan

Cities rarely have an opportunity like Sacramento did to develop a community the scope of North Natomas within city boundaries.  The 9,000+ acres of the North Natomas Community Plan Area, a few miles north of downtown and closer yet to the airport, was the perfect opportunity for expansion.  It took years for various interests to reach consensus on transportation, air quality, open space, and other land use issues before the project could move forward.  EPS has been involved with this project since North Natomas' inception, figuring out funding for infrastructure and public services.  Financing plans for the overall area and for specific sites incorporate a creative mix of funding tools:  special tax districts, impact fees, homeowner associations, joint use arrangements, and reimbursement agreements.  North Natomas is growing into a well-integrated mix of residential, employment, commercial, and civic uses with a town center and regional park as centerpieces.
