Developer Selection and Negotiations for Reuse of Former Austin Airport

Robert Mueller Airport was closed in May 1999, with the transfer of airport activities to the former Bergstrom Air Force Base.  The Robert Mueller Airport facility is comprised of 711 acres of land located in Central Austin along I-35, the City's major north-south transportation corridor.

 

EPS served as the lead economist for a multi-disciplinary team to create a master development plan for the site, which maximizes site disposition revenue while accomplishing the community's reuse goals.  EPS's roles included market analysis, organizational analysis, interim reuse strategies, financial feasibility analysis, development of a financing strategy, and development of strategic implementation measures.  EPS also assisted the City in conducting a developer solicitation and selection process and serving as lead negotiator of the business terms of the disposition agreement.  The Master Development Agreement was successfully approved by the City Council in December 2004.
