Economic Impacts of the El Toro Airport

A proposed new civilian airport at the El Toro Air Force Base offered the opportunity to significantly expand airport capacity serving Orange County and the greater Los Angeles region. However, the City of Anaheim was concerned about the type and relative magnitude of benefits from the airport compared to the potential adverse impacts such as airport noise. For the City of Anaheim, EPS evaluated the economic effects of a new airport in El Toro on the City. Specifically, EPS estimated (1) the additional output and employment generated from new airport-related businesses; (2) the economic benefits from expanded airport capacity; and (3) the impact of a new airport on the City's General Fund. The analysis took into account existing airport utilization rates by Anaheim residents, businesses, and tourists to Disneyland and other destinations.
