Folsom East Area Specific Plan Financing Plan

Folsom East Area Specific Plan Area encompasses the projects of Broadstone, The Parkway, and Empire Ranch.  The 3,800-acre area at buildout will consist of 8,400 residences, a regional mall, two golf courses, and over 400 acres of open space.  EPS crafted the financing plan that ensured infrastructure was built when it was needed.  The financing plan creatively blended school impact fees, public/private financing, and shared funding.  Funding mechanisms included Mello-Roos Community Facilities Districts, a road fee program, and a project requirement assigned to each project area.  Folsom East is nearly built out and has established itself as one of the most the desirable locations in the greater Sacramento region.
