Woodland Gateway Market and Fiscal Impact Studies

Woodland Gateway proposed construction of more than 500,000 square feet of regional retail space, including Costco and Target stores, near the intersection of Interstate 5 and Route 102 in the City of Woodland. EPS analyzed the project's impact on local retail spending and on the City and County budgets.

The market analysis found that nearly half of the projected annual sales would be shifted from other parts of the City, with potential negative impacts on downtown outlets that sell appliances and on most stores at the City's major indoor mall.  On the other hand, the analysis also showed that the project's sales and property tax revenues for the City and County would be many times larger than the cost of providing services to the commercial center.
