Andrei is an Associate at EPS, where he supports public and private sector clients in evaluating the financial and economic feasibility of development projects and general plan updates. His work focuses on analyzing strategies that balance project viability with community goals, particularly in the areas of housing, infrastructure finance, and urban economics.
Andrei approaches his work with a multidisciplinary perspective grounded in both engineering and real estate development, with a strong interest in innovative financing mechanisms for infrastructure and housing projects. He joined EPS after earning a Master of Science in International Real Estate and Planning from University College London, where his thesis focused on the viability of Community Facilities District financing for rental housing in California. He also holds a Bachelor of Science in Civil and Environmental Engineering from UCLA. Before joining EPS, he worked with an affordable housing developer and a transit-oriented developer in the Bay Area, gaining hands-on experience in due diligence, financial modeling, and sustainable energy initiatives.
Having lived and studied abroad, and as a first-generation Romanian in the U.S., Andrei brings a global outlook and deep appreciation for collaboration across cultures and disciplines. Outside of the office, Andrei enjoys cooking, studying for his next level of sommelier certification, traveling, skiing, and walking his dog.
