Kaavya joined EPS in 2024, bringing a multifaceted background in affordable housing development, public-private partnerships, and policy-driven finance strategies. Prior to EPS, she managed ground-up multifamily projects across Central Texas, navigating complex entitlement and infrastructure challenges to deliver more than 1,200 units. Her work emphasized community integration and resilience, including extensive experience with HUD financing, utility coordination, and mission-aligned capital structuring.


Since joining EPS, Kaavya has focused on aligning development feasibility with public goals, particularly in the realms of affordable housing, transit-oriented development, and innovative land use. She supports both public agencies and private clients across California, helping them unlock sites, analyze policy impacts, and structure investments that center equity and long-term sustainability. Her recent work spans fiscal modeling for major Bay Area redevelopment projects and land value capture strategies.
Kaavya holds a Master of Real Estate Development + Design from the University of California, Berkeley, where she concentrated in Finance and developed an applied capstone focused on expanding access to affordable homeownership through innovative public-private models. She also holds a Bachelor of Architecture from the University of Texas at Austin. She brings a deep commitment to expanding housing access through thoughtful, grounded development.


When she’s not digging into a model or policy memo, Kaavya is likely off the grid; backpacking, camping, sailing, or finding any excuse to spend time outside.
