Louis is an economist and urban planner with experience across a multitude of practice areas. Since joining EPS in 2025 Louis has worked with public and private sector clients on work focusing on evaluating the economic feasibility of development projects, affordable housing policy implementation, and market analysis and valuation. He excels at turning complex data into practical understanding.

Louis previously worked for the Boulder Chamber of Commerce where he developed numerous data tools to better understand local economic conditions, supported local economic development initiatives, and regularly engaged with the public and private sectors on local issues. Prior to entering the workforce, he earned a dual Bachelor and Master of Science in Economics from the University of Denver, specializing in social policy.

Outside of work Louis enjoys cooking for family and friends, reading, exercising, and watching sports.
