EPS played an integral role in preparing and implementing a Specific Plan for the primary employment hub in the City of San Bruno and location of YouTube’s headquarter campus. With EPS’s help, the City Council unanimously approved the Bayhill Specific Plan and an accompanying Development Agreement with YouTube in late 2021, following a two-year planning process that included extensive property owner engagement. Major redevelopment projects are now underway.
Located in a small, predominantly residential community just south of San Francisco and walkable from both BART and Caltrain stations, the Bayhill Business Park was pushing the limits of its capacity as a conventional, auto-oriented, 1980s style office campus. The City initiated a Specific Plan in 2017 to address YouTube’s proposed 3 million square foot expansion of its global headquarters as well as to respond to community concerns related to traffic, parking, view sheds, housing and fiscal impacts, and the desire for community amenities (e.g., parks, library). EPS has provided market and financial feasibility analysis to support a mixed-use land use program that is economically achievable and consistent with City policy objectives. EPS also helped codify a comprehensive financing plan to pay for public infrastructure and service requirements and crafted an innovative Community Benefits policy, with the terms and conditions formalized in a development agreement.
