Project Details

EPS assisted the City of Sacramento in preparing the Stockton Boulevard Plan, an action-oriented comprehensive planning effort intended to stimulate investment while leading to equitable outcomes for existing residents and businesses. A community working draft version of the Plan is available online for community comment while the draft environmental report is being prepared, with final adoption anticipated in the winter of 2023-2024.

To support development of the Plan, EPS documented current and historical socioeconomic conditions in the study area to understand the corridor’s economic context and developed an analytical framework for evaluating residential and commercial displacement and gentrification in the corridor. EPS also prepared an overview of options for funding infrastructure needed to support new development along the corridor.

Drawing on findings from EPS’s studies and other resources, EPS prepared a set of strategies and actions to achieve housing, anti-displacement, inclusive economic development, and placemaking objectives. The strategies highlight opportunities for increasing affordable and market-rate housing, addressing existing income disparities and promoting generational wealth-building, supporting additional job opportunities for the area’s labor force, minimizing gentrification-related displacement while stabilizing and improving the local economy, and supporting physical and programmatic opportunities for arts, culture, and placemaking
