Project Details

EPS helped establish the financing framework for the Aggie Square Enhanced Infrastructure Financing District (EIFD), a transformative public-private partnership designed to support the development of one of California’s leading innovation districts. Aggie Square is a mixed-use research, education, and innovation hub anchored by UC Davis, with the potential to generate thousands of new jobs and catalyze investment along the Stockton Boulevard corridor. Based on EPS's preparation of the Infrastructure Financing Plan and associated fiscal analyses, the EIFD was created to fund public infrastructure, affordable housing, and community-serving improvements.

EPS developed tax increment revenue projections, fiscal impact analyses, and financing strategies to evaluate the district’s capacity to support public improvements while maintaining positive long-term fiscal outcomes for the City. The team worked closely with City and UC Davis staff, private-sector developer partners, and community stakeholders to structure a funding program that leverages future property tax growth without imposing new taxes on residents or businesses.

The resulting EIFD provides a long-term funding mechanism to support infrastructure investments that advance economic development, innovation, workforce opportunities, and neighborhood revitalization in Sacramento.
