For more than a decade, EPS has supported the City of Folsom with financial planning and implementation strategies for the city’s major growth areas. As development progressed within the Folsom Plan Area, EPS provided ongoing analysis of infrastructure financing needs, fiscal impacts, development phasing, and funding mechanisms to support new residential and employment-generating development.
EPS evaluated alternative financing tools, assessed development economics, and prepared long-range revenue and expenditure forecasts to ensure that infrastructure investments could be delivered in a fiscally sustainable manner. The work included analysis of impact fees, community facilities districts, tax increment financing opportunities, and other public funding sources needed to support roads, utilities, parks, public facilities, and community services.
Through multiple planning and implementation phases, EPS helped the City align infrastructure investment with development objectives while protecting long-term fiscal health and supporting the continued growth of one of the Sacramento region’s most active master-planned communities.
