Over multiple planning efforts spanning more than a decade, EPS helped evaluate development opportunities and implementation strategies for residential and mixed-use projects within the former Fort Ord area. The work focused on identifying market-supported development options that could advance community goals while responding to evolving housing and economic conditions across the Monterey Peninsula.
EPS conducted market assessments, financial feasibility analyses, infrastructure evaluations, and land use economic studies to help guide redevelopment planning for strategically important sites throughout the Fort Ord region. Particular attention was given to balancing housing production with infrastructure costs, environmental constraints, and broader regional economic objectives.
The resulting analyses informed redevelopment decisions across multiple project phases and helped position former military lands for productive long-term reuse that supports housing, economic vitality, and community development throughout the Monterey Bay region.
