Project Details

EPS partnered with Los Angeles County’s Chief Sustainability Office to evaluate funding opportunities and implementation strategies for climate resilience investments across the region, responding to the Board of Supervisors' 2023 directive to build climate-ready communities and infrastructure. As communities increasingly face risks associated with extreme heat, flooding, drought, wildfire, and aging infrastructure, the County sought to identify sustainable approaches to financing resilience initiatives at both local and regional scales.

EPS assessed existing revenue sources, funding gaps, and potential financing mechanisms available to support climate adaptation and resilience projects. The study examined federal, state, regional, and local funding tools and innovative approaches used by jurisdictions in California and across the country that could improve long-term investment capacity for resilience planning and infrastructure implementation.

The resulting recommendations, including pursuing a layered financing strategy, provide County decision-makers with a practical framework and implementation roadmap for coordinating and prioritizing climate resilience investments while strengthening the financial capacity needed to address future environmental challenges.
